The hand helds are garbage and can be off by easily +/- 5% or more based on several factors…Photo is even worse.
The reality is that the tools available to us aren’t very good - - - even skin fold measurements. If you want an accurate body fat then find a DEXA or do hydrostatic weighing (although you can screw that up too).
In the mean time just start cutting until you’re happy with what you see in the mirror. You can use the bio-impedence tool that you used and track changes if you control all of the variables. That means using it first thing in the morning on an average day. If you can’t do that then you can’t trust the results. Hydration drastically affects that thing.

OP, you could save us all a lot of time and energy if you would do two things:
–Explicitly state your short- and long-term physique-related goals; and
–post pics (relaxed front and back shots) of your current physique.
Based on this info, folks will have a more-solid basis for making recommendations regarding issues like cutting now (vs later), etc.

You probably do lack muscle mass and you’re also far too fat. If one of those stupid handheld things says 20%, you’re likely much, much higher.
The physique you posted is of a very muscular, very lean gentleman. Do not expect to come even close to that for a number of years yet.
You’ll get there eventually, but it takes time.

I live in the United States and this is true for me as well. I don’t think any country is like this. This is why the number really doesn’t matter. You will look like what you look like no matter what the data says.
not all of us live in a world where we try to guess other people’s bodyfat %, or use it to figure out numbers for ourselves. so there’s that.
You need to lose fat and gain muscle to look like him. Likely a lot of both. Which means you need to lift weights and eat appropriately. I would suggest leaning out to close to the leanness of the picture of the guy you want to look like, and then slowly add calories back in while continuing to lift weights consistently. That’s what your overall plan should look like.
I’m wondering what the 2/3/4 plates comment is referring to in your original post? are those bench/squat/deadlift numbers? If so, the answer is no. I can guarantee you he can bench press more than 2 plates, and he likely presses more than 3. I can press close to 4, and my physique resembles his in some aspects. (I’m 5’11, 195 for reference). As for squat and deadlift numbers, who the hell knows? The picture you posted is from the waist up. Those numbers could be anything.
And I’m still wondering how he’s definitively not 8%. He’s pretty lean. If he’s not 8, he’s close.
The thing with body fat percentages is that only a body scan can accurately measure its, and then it still doesn’t matter.

Captain America could be 8% in that pic. He could also just be having an awesome day at 9%. Maybe he’s 6% but that photo was taken during afternoon filming instead of first thing in the morning?
My point is the actual number doesn’t matter. It’s just the look. I know you’re searching for a frame of reference but if a handheld bio-impedence tool tells you that you’re 8% but you don’t look like him then does it matter? No, you’ll think you still need to cut to reach that physique.
Don’t get caught up in the minutiae. Cut fat, get stronger, and tweak the program as you go.
