This lecture was about neither of those ideas.
But either way these ideas are not a magic solution but a solution. There are other things that have to happen too.
Like saving, investing, and producing more. These are the basic activities of any economy; however, a commodity standard and less regulation would be the catalyst for those activities. It is purely logical.
