Do I Have Low Ferritin Problem?

I have measured ferritin twice, both times turns out formally in range, but at the lower boundary:
26 (range 10-380, Quest)
38 (range 30-400, labcorp)

Other blood tests:
serum iron 154 (40-175)
TIBC 397 (250-450)
% saturation 39 (15-50)
hemoglobin 15.5 (12.6-17.7)
hematocrit 47.4 (37.5-51)

Questions:

  1. Do I have an iron deficiency in the body, but not in blood, as indicated by ferritin level?

  2. Can low (?) ferritin be responsible for lack of response to TRT?
