Just finished my first cycle and starting PCT in 3 days with clomid. I have gained some fat, I recon a lot of it is from the bloat that Test C gives. I want to get leaner, but would it be a good idea to start a diet while on PCT? Or should I just wait until I am done with PCT?
generally trying to cut during the PCT is a mistake.
You need to keep your cals fairly high to retain as much muscle as possible during this period of limited test production.
The water retention will disappear quickly once you get on the SERM.
Lower your cals from on cycle, but you should be at at least maintenance.
Remember, when you’re coming off a cycle, your gains ‘‘kept’’ depend on your pct AND diet. So you may want to wait a month or so, so your body adjusts to the new gains.
Keep up at least 500cal over maintenance. You will drop some water weight as you come off and you’ll feel leaner. Don’t worry about dieting till you’ve recovered entirely.
The more muscle you are carrying compared to your “natural limit”, the longer it takes to solidfy the gains. Dropping into a caloric deficit during PCT will be a massive waste of time regardless of how much muscle you are carrying though.

Keep total calories similar to where they were - but clean them up.
It is true you don’t want to reduce calories much at all very close after a cycle as the body will be in a naturally very highly catabolic state - it is possible however to adjust macronutrient proportions while making sure protein is high and calories are stable.
Keeps fats low in saturated and carbs low GI. Fibre is high.
cardio during PCT is a very bad plan too.
You will feel terrible on your next workout.
A little light cardio work before as a warmup would be as intense as I would go.
