Despite? Wars don’t damage regimes. It only solidifies support behind the state against an enemy. If there wasn’t a cold war the Soviet people wouldn’t have tolerated the leadership’s ineptness nearly as long.

War is the health of the State.

I was born there. This is how my parents’ and granparents’ saw it to be.
My grandfather ran a tailoring business “illegally” for decades and knows first hand that there was a underground market ready to take hold if it weren’t for public propaganda against western capitalists in Vietnam and Afghanistan.
