It doesn’t make sense because you’re assuming race gives a direct line to intelligence. Take that away and it makes a ton of sense.
The blackest county in America is Jefferson County MS at 87% black.
They have a 30% illiteracy rate. Is there any predominately white counties in the US that come remotely close to those illiteracy rates?

We have a bit of a misunderstanding of correlation and causation here.
Maybe some cartoons will help you:
The gist, champ, is that showing that a random (predominantly black) county has high rate of illiteracy relative to other (predominantly white) counties is not exactly sterling evidence that there is a direct link between “race” and “intelligence.” Here’s another thought exercise that can help you understand the difference

There is a well documented IQ gap between races, that has held constant repeatedly.
In America that’s 100 for whites, and 85 for blacks. There is also evidence that your intelligence is somewhere in the 50-70% range of being hereditary.
That’s much better direct evidence, but I mentioned literacy rates based on what powerpuff wrote in regards to academic achievement.

I noticed that India is lower than Mexico and a number of Middle Eastern nations.

I didn’t notice you highlighted India until after I replied.
Indian IQ is tricky because of the caste system.
The Bulk of indians who come over are generally upper caste and make up the cognitive elite. Over time, as lower castes are imported it will get worse.
tl;dr Indian IQ in America is 110

General observations: All the European countries are around 100.

People come in different colors. Your level of achievement depends almost entirely on how you’re raised, not your color. The things you are taught at a super young age determine your personality and value system. 75% of your personality is formed by age 5.
Poor people of every color are far more likely to abuse drugs and alcohol, raise kids in broken homes, commit crimes etc… than middle income folk. No 8 year old is going to do his homework on his own. The parents have to care enough to make sure they learn.
If you go to any impoverished white trailer park, there you will find functional illiteracy, drug abuse and squalor. The only thing they don’t have that the inner city does is violent crime. That’s a density thing. You can’t rob someone when there’s only 50 people in the whole trailer court, they’ll figure it out pretty quick:
“Hands up!”
“Raj is that you?”
“Dammit!”
Also everyone is armed in the boonies so burglaries are really rare.
