The reason some races do better or worse in school is 100% culture. Have you ever been around Asian parents? They literally scream at and threaten their kids over grades. The suicide rate among Japanese kids is the highest in the world. They go from school to 2-3 hours of tutoring. Go home, eat dinner. Do homework for 2 hours. Bed. They have tests in 8th grade… low scores mean no high school for you. That’s it. It’s a mindset thing.
If that’s the case how do you transfer culture wholesale? Not a handful but to millions?

You don’t. You can’t dictate culture to another group. If some group of overlord Asians approached whites and said “you need to make your children study 5 hours per day after school.” Whites would flip them the bird.
So we can’t say to blacks in Chicago “stop raising murderers.” That’s not going to be effective.
Culture can be changed from the inside of a group. But it has to be grass roots and native (forgive the phrase).
In the past religion was a damn effective means of making a populace cohesive and compliant. You had rock solid binary morals you could point to. “X is bad” “y is good” But that ship has sailed In the US.
No. Culture is changeable. Culture evolves and changes within geographic regions.
Disagree. The reason is that plenty of nations have exported their cultures over the centuries and millennia. Romans outright stole from Greeks, The Romans left their cultural imprints far and wide and they survive millenia after they died as an empire, as did the Khanate, the Mugals, and the Brits. In fact each of these individual cultures also evolved over time, and changed significantly–in many ways one can attribute cultural changes to influencing the fall of civilizations.
It happens slower than we would like, but it happens. And in the modern world it is happening faster than it ever has before in certain senses. That being said, of course you are right that any change from inside a group has to be persistent and grass roots.
India Still has modern slavery, one of the worst latrines to human ratios and in general many cultural practices that would make a white British man scream.
BTW, before you start tossing the term IQ around: If you think gender and race are controversial and slippery topics, just wait until we 1) attempt to define intelligence; 2) once defined, try to measure/quantify it; then 3) upon being measured, try to apportion it into innate/biological vs socio-cultural components. Race and gender are easy-peasy by comparison.
