No, dumbass - think of the Empire of Rome. Much of its early success was predicated on impassioned devotion to an idea, the specialness of the project of building its civilization. Its leaders and people worked beyond the need to simply provide subsistence to their families because something moved in them that didn’t move other communities and infant-stage nations.

Get this, there are a whole bunch of intermingling factors. Two parent v. One parent Households, economic opportunities for the parent or parents, intergenerational wealth, educational opportunities / quality of available education, the availability or resources for tutoring or private lessons (Sylvan centers), quality of nutrition, environmental factors like trying to not be shot while walking to school, etc etc…

The whole point of saying “work ethic” was to point out that people with a lower IQ can WORK HARDER than those with a higher IQ.

Exactly. Confidence is another one. How many people are able to capitalize on an opportunity because of their innate confidence (or confidence instilled through upbringing) alone and how many people have a panic attack in the same situation? Has nothing to do with IQ, but can have a huge impact on success.

The thought that Raj always had the potential to outshine white people but just didn’t work hard enough isn’t something he’ll be able to process, hence all the reason’s that “whites” are better help him rationalize that they had an inherit advantage and he had no chance.
It’s the same thing as the “everyone bigger than me is on steroids” mantra.

Actually billions of dollars have spent on after school programs have been shown to be a complete waste of money. Every attempt to close the white-black achievement gap has been an utter failure.
And my example of Rome was to show how this can work in a collective sense, but I’ll use another, more modern example: the (hated) New England Patriots.
What causes their success? Work ethic. The players and coaches work harder than other teams. They say that - players that were mediocre at best on other teams go there and succeed and are quick to admit the work ethic is different. Their IQs didn’t change when they switched teams - but their individual approach to preparation, training, etc. did after being introduced to a culture and set of ideas they bought into.
Same in other situations. As you point out, work ethic drives success independent of IQ. As do other things.

You aren’t better informed about what goes on in a far away state like Alaska or the other ends of the country because you’ve lived in the states a long time. You rely on the news just as much as I do.
