If you’ve reached the age of 16 or 18 with no formal schooling at all, or maybe a year of it, you are so utterly behind it’s all but impossible to catch up.

You have yet to explain why 99 with suffer.
Behind what? We pay, on average, $10k per student to educate them in public schools. This would be $120k to teach them what? What % of what we learn, do we actually use? Think about the skills you use on a daily basis and whast % of those skills where taught to you in school. Paying for useless goods and services is the definition of waste.
If the gov’t didn’t mandate some arbitrary education and didn’t pay for said arbitrary education, people would purchase education that actually had a return on investment. Just like we do for tech schools, trade schools, and try and do in college. Just like we do in every other part of the market.
Instead we pay more and more for and education of less and less use. It appears to me that the efficeint education of student is a secondary charter of the public school system. The primary seems to be the employment and protection of teachers and bureaucrats.
