I don’t think there is any plan to go after existing furnaces, or ban natural gas as the fuel for furnaces. The bill would require new natural gas furnaces to be 95% efficient, at the earliest of 2029.
I disagree with the bill though. The high efficiency furnaces are not as reliable as the slightly less efficient furnaces. The heat exchanger required to hit those efficiencies has to use very thin sheets of metal, which are more prone to cracking. IIRC, the roughly 85-90% efficient furnaces are a good sweet spot between reliability and efficiency.
The high efficiency furnaces are really only like 10-15% more efficient (depends on a few things, but currently 78% is the lowest efficiency allowed by law). Even in a cold climate like mine (MN), a 15% increase in efficiency just doesn’t add up to a lot of savings. During the winter months, my total gas bill is like $100 / month. My stove, my water heater, and my grill (yes, I grill in January) are all natural gas as well as the furnace. The furnace probably uses 80% of that with the water heater using the next most. So around $80 for heat in January. I’d save like $10-$15 a month. But that is only for 5-6 months a year. Best case it saves me $100 a year. If you already had a 90% efficient furnace, it would be foolish to replace it IMO.

You use natural gas…well, you are climate change denier, 
Big fan of natural gas. It is way cheaper than propane or electric for heating. Basically everyone in or near the twin cities has natural gas heating. It would be far to expensive to heat with propane or electric here. Rural people in my state sometimes use propane or fuel oil to heat. I know some of them. It costs them 3X what it costs me to heat their places. They wish they had access to natural gas.

Because those two words were originally used interchangeably. The only other usage for gender, the original usage, was with regard to grammar.
