There is no solution. It has been a while since I did any meaningful study of mass killing events, but I recall that they were extremely rare before the 1960s.
Since then roughly 1 person in every 20 million will go on a murderous rampage of some kind. This is true for all western nations.
Even if guns could be somehow uninvented or all 300 plus million firearms destroyed, other means would be employed more frequently.
The Happy Land Fire comes to mind when I consider the destructive potential of things besides firearms. OKC was done with fertilizer. Vehicles driven into crowds can cause massive damage in seconds. It is a fact that every single person alive today has tremendous destructive means readily available to them, regardless of how easily a legal firearm can be acquired.
They will find other ways, imitate the most successful events and perhaps wreak havoc on an equal or even greater level, like the Happy Land Fire or the Bath schoolhouse bombings.
