Yes, he was literally charged with crimes and plead guilty to them. Meaning he didn’t have the right to do what he did.
Did he do what he believed he was morally obligated to do? That’s a different question and doesn’t change the legality.

Was what he did a morally correct action? Again debatable since things like Wikileaks and what that a-hole Snowden did severely weakened US security posture, among other things.
