If I understand correctly, most cameras you see mounted on the lights overlooking intersections are not traffic enforcement cameras. Those, I’ve heard, run constantly but save a certain amount of footage preceding a loud noise (crash). They’re also used to monitor current traffic conditions.

The conspicuous cameras mounted on poles on intersection corners, as well as center divides, that have a visible flash mechanism are the ones that are traffic enforcement cameras. These camera-enforced red lights usually have a visible sign warning that camera enforcement is used. You are generally photographed (and videoed) from the front and back and if you have ever had the misfortune of receiving a ticket from a camera enforced red light, they’ll send you a notice via mail where you are also given a website link and you can see yourself online running the light from various vantage points. You are also presented with a clear license plate shot (front or back, I’ve seen both) along with a shot through the windshield of the driver’s face (defense against the “it wasn’t me” excuse).
