The world is not “USA’s house” no your example is inadequate and you would be charged for manslaughter or even murder if you do kill someone verbally threatening you in the house.
Sadamm did not “mean business” as destroying America was beyond his wildest dreams. After years of sanction, the baathist regime and Iraqi Republic was having enough internal problems. Destroying America was a morale boaster, he needed something for people to identify with his party; which was anti-american sentiments.
The Palestinian terrorist Sadamm supported target Israeli civilians, not Americans. He was not a direct threat to the USA.
Therefore Iraq war justified as self-defense is flawed.

Pat Robertson didn’t “pledge to destroy” anyone. If he had said, “I’m going to kill Hugo Chavez”, then Chavez has every right to take him out.

Call bullshit all you want. If someone says they are going to kill you, you have every right to prevent that from happening. You don’t have to wait around and hope your estate wins the civil suit against the guy after you are buried.

Someone saying the words, “I am going to kill you” is not enough to warrant shooting them and killing them. You would get locked up for it regardless of what you apparently believe. The words alone are not enough. There has to be either the perception of action or attempted action towards that end. Likewise, someone saying, “I am going to hit you” does not give you the ability to hit them and avoid being held liable. They have to actually attempt to hit you.
