Suprisingly it’s of no suprise to me. Having grown up in a communist country we did not put anything past our goverment. The pentagon pays people a lot of money to sit around and think up different scenerios to different issues every day. The then right those ideas down, take them to their superiors. The vast majority of them get dismissed as absurd or unworkable, like this one was. Until some consiracy nut gets a hold of it & starts screaming, “look what they’re planning on doing!” Just because they wrote something down, doesn’t mean it was ever a valid plan.
