I think you need to take a closer look at the picture. You can clearly see that she’s trying to pull whatever it is down and not up. You can see the hair on her forhead being pulled tight and the fabric of whatever that is, is being stretched down.
If she were taking it off the fabric would be being pulled up and her hands would be above the fabric. Not under it. But since her hands are under the fabric it means she is pulling down, not up.

Those aren’t frayed edges, it is pixilation due to compressing the photo. Every other outline in the photo looks similar, including her skin.
Look at the fabric toward the back of her head. You can see a clear, defining line where the thicker material of the upper part of the panties stops and the softer, gentler crotch portion begins (ladies, can I get a witness?).

Also, if that were the bottom of her shirt, why would it be stuck and so hard to pull down? The only part of a shirt that is tough to pull over your head is the neck hole or the arm hole. And since it’s a tank top, neither of those parts are going to small enough to get stuck on her head.

Why would something cut off have double stitching? Self-sewing clothing?
