I disagree with this. There are winners everywhere, but it’s the nature of the systems themselves that determines the “winners” using the incentive/punishment structure of each system.
Different kinds of people come out on top in Nigeria, North Korea, Russia and the US respectively.

In the US, the evil government with its enforcement of the rule of law creates a walled garden where non-violent entrepreneurship can thrive.
If there wasn’t an evil government to enforce laws the richest people wouldn’t be tech entrepreneurs but “entrepreneurs” who’ve killed a shitload of people and whose wealth mostly comes from extraction of natural resources.
