Nope. Putin is just following a policy set by the smartest Soviet leader, Nikita Khruschev.
Khruschev had to run the Cold War on a very tight budget because he had to placate the Soviet population restless after Stalin’s rule with massive housing investments (the majority of urban dwellers in Russia still live in apartment blocks built by Khruschev).
He instinctively realized that you could entice an African head of state to switch to communism for peanuts - a little cash, some military hardware and a few dozen Soviet advisors or perhaps a token industrial project. It would bring cheap PR victories and create the illusion of the inexorable advance of communism, something the successive US administrations bought hook, line and sinker - the famous “Domino theory”.
The placing of Soviet missiles on Cuba was the result of the same policy - a very cost effective way to embarrass the imperialists in their backyard and extract concessions where it really mattered to the Russians - Europe.
Putin is doing the same thing now in Venezuela - less than five hundred Russian mercenaries are on the ground in Venezuela and he is already scoring major PR victories on social media and in “alternative” news outlets.

Plus they red-pilled Kavanaugh. If he had any moderate goodwill towards Democrats or “living constitution” interpretations before the hearings, he doesn’t now.
