Lev Parnas and Igor Fruman, two Florida businessmen, have been under investigation by the U.S. attorney’s office in Manhattan, and are expected to appear in federal court in Virginia later on Thursday, the people said. Both men were born in former Soviet republics.
Mr. Giuliani, President Trump’s private lawyer, identified the two men in May as his clients. Both men have donated to Republican campaigns including Mr. Trump’s, and in May 2018 gave $325,000 to the primary pro-Trump super PAC, America First Action, through an LLC called Global Energy Producers, according to Federal Election Commission records.
The men were charged with four counts, including conspiracy, falsification of records and lying to the FEC about their political donations, according to the indictment that outlines a conspiracy to funnel a Russian donor’s money into U.S. elections.
Since late 2018, Mr. Fruman and Mr. Parnas have introduced Mr. Giuliani to several current and former senior Ukrainian prosecutors to discuss the Biden case.
Messrs. Parnas and Fruman also worked to oust the ambassador to Ukraine, Marie Yovanovitch, whom Mr. Trump had removed from her post this spring.
he indictment references a congressman, identifiable as Mr. Sessions, whose assistance Mr. Parnas sought in “causing the U.S. government to remove or recall the then-U.S. Ambassador to Ukraine.” The indictment says those efforts were conducted “at least in part, at the request of one or more Ukrainian government officials.” Mr. Sessions didn’t respond to a request for comment.
Messrs. Parnas and Fruman told the Organized Crime and Corruption Reporting Project in July that they told Mr. Sessions last year that Ms. Yovanovitch was “bad-mouthing” the president. They later donated to his campaign.
Mr. Trump moved to oust Ms. Yovanovitch this spring after Mr. Giuliani told him that she was undermining him abroad and hindering efforts to investigate Mr. Biden. House committees are seeking Ms. Yovanovitch’s testimony.

What’s actually relevant is that I was right about the Firtash - Guiliani connection when I discussed this with @Basement_Gainz. That’s some serious Russian mob involvement with Trump and Guiliani as Firtash is the second-in-command of the Russian mob after Mogilevich.

Lev Parnas, one of the two associates of Trump lawyer Rudy Giuliani, served as a translator for lawyers representing oligarch Dmytro Firtash. Parnas was arrested on Thursday along with the other Florida businessman, Igor Fruman, on unrelated charges that included illegally funneling $325,000 to a political action committee supporting pro-Trump candidates.
Both men had worked in an unspecified capacity for Firtash before Parnas joined the Ukrainian’s legal team, according to a person familiar with the Florida men’s business dealings with Firtash.
Firtash, one of Ukraine’s wealthiest businessmen, is battling extradition by U.S. authorities on bribery charges from Vienna, where he has lived for five years.
Federal prosecutors in Illinois said in court papers in 2017 that Firtash was an “upper-echelon” associate of Russian organized crime. He was indicted in 2013 and charged with bribing Indian officials for access to titanium mines. Firtash has denied any wrongdoing.
Firtash was “financing” the activities of Parnas and Fruman, the source familiar with their business dealings said. The source did not detail their specific work for the oligarch or how much money he had paid them and over what period.
U.S. lawmakers have sought to question the pair about their involvement in Giuliani’s investigation as part of the impeachment inquiry. Giuliani told Reuters in an interview that Parnas and Fruman - U.S. citizens who were born in Ukraine and Belarus, respectively - had helped “find people for me in Ukraine.”
In recent months, Parnas was working for Firtash’s legal team, Joe DiGenova and Victoria Toensing. The firm worked on Firtash’s criminal and extradition cases.
“Mr. Parnas was retained by DiGenova & Toensing, LLP as an interpreter in order to communicate with their client Mr. Firtash, who does not speak English,” the Washington-based firm said in a statement.
