I think something you’re missing from the picture here, is that many Indian natives get hired into tech companies (fairly). But once they get put into positions where they can do the hiring - they exclusively hire Indian employees.

Unsolicited as it may be, Here’s a bit of my perspective- At 17, I took the asvab to enter the military.
The results were great. And I also wanted to go SEALS, and needed an MOS that was within their purposes, and qualified for Intelligence Specialist.
While I was waiting to ship out, and still in high school, I beat a guy about half to death behind a bar over a drug debt. Numerous charges, and some even stuck.
You’d think that would be a problem, right? It wasn’t. I had to talk to the boss at the federal building and get a waiver. It also cost me some security clearance and I had to choose a new MOS. Went with communications/radio stuff instead.
That didn’t pan out for other reasons, but the point is that you have to go pretty far to be disqualified from government work. Words aren’t going to do it. And they shouldn’t.
Interestingly, I did start working for a contractor in the Newport News Shipyard, and after a little talk, was granted full access to some of the most protected information and places in the world. Shit that would legitimately qualify for treason charges if exposed.

Of further note, I have been turned down from a bunch of menial jobs including Starbucks for my history, so I guess there is some justice in the universe.
