Strength/Food Relationship

Now i know for sure that you have to eat a surplus of calories to spur on muscle growth. But do you have to eat as much food for muscle gains vs pure strength gains?

im in a position that i cannot spend as much money on food as i would like but i still want to work out with the purpose of gaining strength consistently. ive been confused on if it was possible to gain a great deal of strength without as much food as you need for hypertrophy (ive read strength gains are more neurological)…

my wrists are too weak to bowl the way i want! ;D
