Complicity is correlation not causation. But correlating the actions of the municipality with the levels of violence that happens in those places are reasonable things to do.
If you are asking cops to stand down, DA’s promising to release rioters and mayors and governors go out and actually stand with the rioters, then you have a witch’s brew of enabling, that then results in far more tragic and horrible outcomes for the community the government is sworn to protect. Likewise, where this behavior is not tolerated and those who engage in it do have to face the weight of the laws they break, then the results tend to be far better for the communities where violent agitators are actually dealt with. Hence and therefore, supporting and\ or enabling violence tends to greater violence and worse outcomes for the greater community.
So while it’s very Humian of you to acknowledge that correlation can never be proven to be causation absolutely, its reasonable to make the connection nonetheless.
