Rep Counting on DB Fies

I read a program on dumbell flies that says the tempo is 602. I was confused about the number. Does the 6 count start at the top with the dumbells together or at the bottom with my chest stretched apart?

First number is the time to LOWER, i.e. from the top of the lift.
So, lower 6sec, no pause, 2sec raise.
Repeat.
