The analogy of the world and a ship: If the hull of the ship is developing leaks throughout its hull. The starboard side of the hull is the responsibility of one maintenance group and the leeward side of the hull is the responsibility of a separate maintenance group that does what they want. The starboard hull has all is leaks repaired. The leeward hull has nothing done to seal the leaks. Eventually the ship will sink regardless of the galant efforts of the starboard maintenance group. We are all on the same ship (earth).
