I believe our friend is being figurative. A good wine will only mature with age but it does not guarantee the quality of the grapes used so make it. Some wines mature faster than others.

But it takes a given amount of time for the grapes to ferment. Regardless of the quality, a minimum time is required or all you have is grape juice that thinks it is a wine.
