You need to differentiate between what is covered by the national health insurance and what is authorized by the respective health agency.
In my country in the EU, T enanthate is not covered by the national health insurance. But as typically all EU member states accept marketing authorizations from other states, i am sure you can get T enanthate prescibed legally in Sweden. The question is just, whether the local national health insurance covers is or not. If your doc provides a good enough justification why you need T enant and not Nebido or Gels than you could get it. Worked in my country.

Every physician can prescribe whatever drug he wants to prescribe. The problem if the drug is not approved by the local health authority is, that he is taking the full responsibility legally for everything that happens because of the drug. And no physician is willing to take that risk. Why would he.
If the drug is approved and the physician prescribes the drug for the registered indications then the agency basically takes over the legal responsibility of the listed side effects.

If you get a prescription the pharmacy can import the drug. Thats a common procedure.
I asked the biggest pharmacies in the country they said they cannot doi it. I can easily get a prescription
