At his heart, Manhattan manipulates reality. There have been multiple mentions of characters who are orders of magnitude more powerful and, from skill demonstrated, better at it.
Franklin Richards created a universe and pushed the some of the most powerful heroes in the Marvel U into it because he pissed his pants

Superman will always be just a little stronger than the next guy. He’s stated that he’s been setting up “mental barriers” so he wouldn’t “crack the planet” since he was a kid.
When Goku was a kid, he was not at planetary-threat level, unless under the moon.
And, geek-technically speaking, Goku isn’t a super-hero in the genre sense.
