I would have thought that calling them a cartel would have been an after thought after you saw their control over the market. I doubt that a Gang bought 500 lbs and said I AM DECLARING THAT WE ARE A CARTEL AND WILL FIGHT ANY ONE THAT WANTS TO COMPETE . they probably worked together had disputes and will probably work together in the future
