As I recall, the major obstacle was water rights. Israel’s offer was to give back the Golan Heights minus a 50m deep stretch surrounding the Sea of Galilee.
As for the article, flipping the Syrians would certainly be an attractive outcome if it could be managed. It might be the only diplomatic play available in the region with both low enough- though still high- costs, yet with enough positive downstream effects to make it worthwhile.

Don’t know if there is enough self interest for Syria to make a deal with Israel just yet. Take Iran off the table and yes it could happen.
If the Saudi’s replaced Iran as their patron maybe. Even the US could fill that role. I seriosuly doubt if they’ll make peace with Israel without being bought or threatened into it.

I think the attraction of the idea is that Syria would be much cheaper and easier to “take off the table” than Iran. So far as patronage goes, WE would probably end up in that position as we have for Egypt (second largest recipient of US aid in the world behind Israel) and Jordan. Syria lacks the ideological stridency and the longterm geopolitical interest to be a pain in the ass to us, unlike Iran.
