I am naive when it comes to workouts. A friend of mine at work asked me if I could find any info on how he can lose his lovehandles and strengthen his loser abs. The problem is all I could find on the web was equipment and advertisers. He can’t use the equip. 'cause he is in jail until December. Hopefully someone here can help me.

Hanging knee raises work well, along with lying leg raises (My faforite is having a partner stand over your head, you hang on to his ankles, and he pushes your legs back down every time you raise them up, and don’t let your feet touch the floor.). It probably won’t help since he’s in jail, but Yohimbe is supposed to make fat receptors around the abs and legs stop storing fat.
for some reason the other responses aren’t showing up when i clicked on the post, but in case the others who replied didn’t say this (i’m sure they probably did), lower abs and love handles is directly related to body fat levels. If you have low body fat, your love handles will go away and your lower abs will be more visible. if you are trying to find exercises that target mostly the lower abs though do exercises where you are bringing your legs or knees towards your torso as opposed to bringing your torso to your legs (crunches, etc). like i said, this is probably not the problem though, it’s your bodyfat level. so to answer your question of how, as chris shugart would say “it’s your diet, stupid”
Tell him to eat less.
Personally, I wouldn’t want scupted abs if I was in jail. That “Men’s Health pretty-boy” shit will get you a shower buddy real quick.
