When the US government targets something and “accidentally” kills something unintended are those they “accidentally” killed considered “targets”?

Forget about America and terrorist attacks on American soil. Do you think terrorist organizations walk the streets and high five their fellow Muslims? If they knowingly and willingly attack innocent civilians that share their faith what makes you think they wouldn’t purposely attack other civilians. To think they’d no intentions of harming anyone and their only goal was to bring down the Twin Towers is ridiculous.

What are they targeting and how are they engaging it? Are we talking about a soldier choosing to shoot another person? If we’re then you need to take into consideration that the soldier has to abide by ROEs and if he were to actually kill an innocent person they’d be charged with murder. Dropping a bomb on something? The real question is why the other enemy didn’t let the civilians leave the area. Drone strike? It’s inexcusable, there should be more done to avoid civilian deaths.
