Three are a multitude of reasons for it.
Muscle type, Africans tend to be on one extreme or the other for balance of 2A, 2B, and 1. Whites tend to be somewhere in the middle.
Circulatory structure in the legs muscles tend to be different.
Limp lengths and attachment points tend to be different.
Whites are not typically built for sprinting.

That’s not it at all. General statistics don’t dictate what an individual can do.
If you are born with the right tools and you train hard you can make it being any race. It’s also possible for a white guy to be born with a skin tone so he doesn’t burn easily. It’s just that if your of white lineage, that probably isn’t going to happen (poor gingers).
It’s also really important to note that physical tools only mean so much. Shear hard work and training can take you a long way. But when talking about the absolute upper ecialon of a sport, those really minor physiological differences are the difference between being an MLB player and being an all star.
Look at phelps. ridiculously long arms and torso, huge hands and feet, really short legs. Perfect for swimming. I’m willing to bet with a more nominal build he’d still be an Olympic swimmer, but not 14 gold medals.
The simple fact is that not many blacks are built like that so it’s just not as likely for one to be a swimmer like phelps. However, if one is built that way, there is no reason they couldn’t be the next phelps.
