Finasteride and T Replacement

T–>DHT via 5-alpha reductase enzyme. You can use low dose finasteride to modulate DHT and not DHT–>zero.

You have hair loss genetics. Your case suggests that your T levels were always a bit low.

Transdermal T, T gels etc, create the highest DHT levels. Peaks from injections also are probably a problem. Self-injecting smaller doses twice a week would be best, but probably you cannot do that there. T injected every few months will lead to high DHT levels at times.
