Short answer, yes.
I’ll long answer under the assumption you’re asking about with a partner. I’m female, so it varies widely. I like sex though, so I know how I work. Arousal is primarily mental (reference my gender) so I know what to think about. Also how to interpret actions for the desired outcome. I think this is why getting a power tool as a present isn’t a deal breaker for me.
Getting off once we’ve hit the committed monogamous part of the relationship is no problem. I try to be pretty clear about what I like, and try to be GGG. I also only have sex with people I completely and totally trust. It’s a big part of just being able to let go, and the mental aspect is huge for me.
I’m not saying I always get off, sometimes it’s just not happening, but that tends to be the exception. I’ve never been the one in the relationship with the lower sex drive, so for the most part if we’re doing it, it’s because I’m making it happen.
