The government could be funded using zero-sum budgeting and individual contracts for services you want/are willing to pay for. I would create several plans.
Local: Contract with local government/municipality for roads, schools, communal areas etc…
State: State highways, state police, public colleges, etc…
Fed: Military, FBI, interstate highways, etc…
Everything’s loaded into a central database and referenced when a service is to be rendered (gates on all highway access, local fire-fighters to put your house out, etc…).
What measures would have to be put in place to ensure the guards that are no longer assigned to food duty move on from that post and pass the reigns of power over to the new guard?

If a procedure could correct an impairment with no remnants of a disability they wouldn’t be subjected to slavery. In my case, surgery corrected the issue, but the damage is still present and hard contacts are required for any visional acuity.
PTSD, is a sign of mental weakness. The intent is to breed out any imperfection.

Yes, the accumulation of wealth beyond a certain point ($1MM) should not be allowed while a) people starve, b) a solution to global warming has not been found, c) terminal disease exist, and d) etc… Further, excess funds should be used to pay for “general goods” all mankind requires such as basic housing, healthcare, and educational needs. Now, some will argue that there will be a drop in production as earnings are capped. To them, I counter that people will still work hard to make the maximum allowable income since a) they will still be in the 1% and b) cost of goods should decline as overhead costs will decline (specifically compensation and related benefits). Or, more jobs will be created now that capital has been freed up; therefore, flushing the market with additional spend.
Additionally, as automation becomes the norm, the affordability and even rationality of highering human laborers will decline. Low skilled jobs will be replaced first, but eventually, even higher-skilled jobs will be replaced. Under our current system, this will exacerbate the accumulation of income in fewer and fewer hands forcing us to implement a UBI for all citizens.
