Uh, the PEOPLE are in charge… The Governor can’t do anything without the approval of the state house who are elected by the PEOPLE from the individual districts… So the Governor has his hands tied. Before Arnold got in office the State was already on a downward spiral… the PEOPLE evidently want the State to go bankrupt… at which point the other 49 states will have to pick up the tab…
