A federal judge in California said that cops could not impound cars driven by illegal immigrants and could only issue tickets.

Because those that think it is dead believe the government hands it to you and/or the possibility of failure means it is dead. Those that think it is alive believe you have to go out and earn it, knowing full well you might fail.
